Practical checklist · non-hazardous waste
What to check before completing a waste transfer note.
Use this as a prompt for a non-hazardous business transfer. It does not replace your duty-of-care checks or tell you which code applies to a particular waste.
Before, during and after
A clear record starts with the right description.
- Confirm the document type. This checklist is for a standard non-hazardous WTN. Hazardous waste and some special-waste movements require different documentation.
- Describe the waste accurately. Record the nature, composition and classification details needed to identify the waste. Use official classification guidance; do not guess at a code.
- Identify the parties and place. Check the transferor, carrier, receiving party, collection details and destination information that apply.
- Check authorisations. Take reasonable steps to check that the carrier and intended receiving site are authorised for the activity and waste.
- Record quantity and transfer information. Include date, relevant quantity, containment or handling details, and the information needed by the next holder.
- Complete and sign the applicable sections. Make sure the parties’ confirmations and signatures are attached to the agreed record.
- Share and retain the record. Give the parties access and keep the note and any schedule for the period that applies.
For business non-hazardous waste in England and Wales, the parties must complete the applicable sections, sign and retain an electronic or paper copy for two years. Other records and roles can have different retention periods.
Avoid a common mix-up
A transfer note is not the whole compliance process.
A form does not confirm that the description is correct or that the next holder is authorised. The person completing the record remains responsible for the information and checks required for their role.
Where digital receipt reporting applies, it is a separate record submitted to the government service. Continue to complete transfer or consignment notes where official guidance says they remain required.
