WTN or consignment note
The parties document the waste transfer using the form required for the waste and movement. This record continues to apply alongside digital receipt reporting where required.
For permitted and licensed receiving sites
Receiving a load can involve more than one record. A waste transfer or consignment note documents the movement; the Report receipt of waste service has its own scope, data and submission rules.
A practical distinction
The parties document the waste transfer using the form required for the waste and movement. This record continues to apply alongside digital receipt reporting where required.
Eligible sites submit required receipt data to the government service. The official guidance covers who is in scope, what data is required, deadlines and exceptions.
Check that the chosen product supports your site, permit, waste types, jurisdictions and required scenarios. Do not infer a reporting submission from a WTN being created.
Current official position
From 1 October 2026, permitted or licensed receiving organisations in England and Wales must report in-scope waste receipts. Current provider guidance gives 1 January 2027 for Scotland and Northern Ireland. Reporting deadlines and exceptions depend on the specific receipt; check the official guidance.
DWTN UK supports integration with DEFRA’s Digital Waste Tracking service for applicable waste receipt reporting, subject to the relevant regulatory requirements and eligibility criteria. An organisation administrator can add the organisation’s DEFRA API code and enable the connection. Check the submission status and returned government reference to confirm acceptance.

DWTN UK is a DEFRA-approved software provider. Review the official provider list and confirm that your site and receipts are within the reporting requirements.
DWTN in the workflow
A waste transfer note and a DEFRA report are separate records. Reporting duties depend on the waste movement, role, nation and rollout phase. Creating a WTN does not submit a receipt report to DEFRA; check whether your site must report and confirm the outcome in DWTN.
